Rules and Regulations of Structure/ Organisation
Introduction
EDUCATION AND HEALTHCARE FOR MYANMAR was formed in Norway in 2021. It was established a branch office in Malaysia on 23 May 2022 to accelerate and expand education and health services.
Goals
To improve the Education and Health standards of the people of Myanmar.
Aim and Objective
To prioritise helping the difficulties of education and health of Myanmar citizens in Malaysia.
Basic Principles
(a) The name shall be given in Myanmar, The Malaysia Branch Office of Myanmar Education and Health Assistance, in English, it should be called Education and Healthcare for Myanmar (Malaysia), for short/ abbreviation, (EHM) Malaysia.
(b) This rule shall be called the Rules and Regulations of the Education and Healthcare for Myanmar (Malaysia).
(c) This Constitution is the most fundamental principle of Education and Healthcare for Myanmar (Malaysia).
(d) To develop the knowledge and skill of Health and Education for Myanmar People in Malaysia. (e) Working to ensure full security and justice and freedom and equality on the Education, Health, Social and Cultural rights of the Myanmar People from Malaysia.
(f) Health and education issues will be implemented under the guidance of the NUG, CRPH and NUCC.
(g) We will cooperate with social organisations and NGOs in Malaysia.
Organisational Structure
The Executive Committee of the Education and Healthcare for Myanmar, Malaysia Branch is formed as follows:

(g) Joint Treasurer/ Associate Treasurer

(j) Area Officials
Responsibilities and Authority
Chairman
(a) The Chairman is a person who is the most responsible person of Education and Healthcare for Myanmar, Malaysia branch.
(b) The Chairman is responsible for ensuring that the goals and objective of the Education and Healthcare for Myanmar, Malaysia Branch are not to deviate.
Vice – Chairman
(a) The Vice – Chairman is a person who is the second most responsible person of the Education and Healthcare for Myanmar, Malaysia branch.
(b) The Vice – Chairman shall assume the duties of the Chairman in the absence of the Chairman for various reasons.
General Secretary
(a) The Secretary – General is a person who is the third responsible person of the Education and Healthcare for Myanmar, Malaysia branch.
(b) The Secretary – General has to finish with the decisions of the Executive Committee meeting.
Secretariat
The Secretariat shall be responsible for finishing with the decisions of the Executive Committee meeting coordinating with General Secretary for their respective departments that they are in the driving seat.
Head of Office (Working Group)
The Head of Office is a person who is responsible for office duties, authority to speak on the behalf of the organization, communications, papers, issuance of membership cards and assisting the works of Secretaries.
Treasurer
The treasurer is responsible for fund-raising for the organization, funds management, compile the budget and take responsibility for settling and reporting the financial records and perform the duties of unanimous decision by the executive meeting.
Joint Treasurer
The Joint Treasurer is responsible for fund-raising for the organization, funds management, compile the budget and take responsibility for settling and reporting the financial records and perform the duties of unanimous decision by the executive meeting collaboration with treasurer.
Auditor / Joint Auditor
The auditor has to audit the organisation’s financial statements monthly or once every six month or yearly and report at organisational meeting, if it is necessary.
Area Officials
Area officials are responsible for finishing the decisions of the Executive Committee of the Education and Healthcare for Myanmar, Malaysia branch, organizing, and working for the benefit of Myanmar citizens in the area without corruption.
Meetings
(a) Regular Meeting
To hold regular meetings on the days the committee agreed.
(b) Special Meeting
Special meetings have to be convened to discuss emergencies or special issues.
(c) Accomplishing the Meeting
Meetings are held only when more than half of the executive committee attend.
(At least 2 members must be Chairman, Vice-Chairman, Secretary, Joint Secretary.)
Work Schedule
Work Schedule (International)
(a) Fund-raising
(b) Implementing the work schedule set by the Malaysia Branch of Education and Healthcare for Myanmar.
(c) Collaboration on work programmes of NUG, CRPH, NUCC.
Work Schedule (Local)
(a) To provide assistance with Education and Health to displaced people.

Applying for Membership
(a) Anyone who accepts the objectives, goals, and rules can apply as a membership of the Education and Healthcare for Myanmar, Malaysia branch.
(b) Applicants will be accepted as a member in accordance with the rules and regulations of application by the Executive Committee.
(c) Every member is responsible to pay the prescribed membership fee and monthly fee regularly.
Duties and Responsibilities of Members
(a) Every member shall avoid the behaviors and speeches that are defamation and affecting the unity of the Education and Healthcare for Myanmar, Malaysia Branch.
(b) Every member shall abide by the decision of the Executive Committee.
(c) Every member must not have/ feel prejudices about doctrine, belief, country and ethnicity, etc. (d) Every member must keep the secret of organization.
(e) Every member of the Executive Committee has to attend the meeting regularly. Do not miss more than three meetings. If he/ she is unable to attend the meeting, he/ she has to ask for leave to attend the meeting.
(f) Each member is responsible for the duties accepting the goal, aims and objectives of the Education and Healthcare of Myanmar, Malaysia Branch.
(g) The Area Officials have the duty to submit to the Executive Committee what they
will carry out even if they already have full authority in the area.
Punishment
At the Executive Meeting, by the agreement of more than two-thirds of the committee members, (a) Convening and discussing
(b) Warning
(c) Strong warning and
(d) Suspension of duty will be executed.
Duration and Conference of Executive Committee Members
(a) The term of the members of the Executive Committee is for two year and the same as the term of the conference.
(b) The conference of the organization is allowed to participate to all members and it is held every two years.
(c) The emergency meeting of conference may be convened if two – third of the Executive committee members propose that and only if two – thirds of the members attend the meeting will achieve/ succeed.
General Provisions
(a) If a member of the organization proposes to assign voluntarily, he/ she shall coordinate with Executive Committee thoroughly.
(b) If a member of Executive Committee proposes a motion to resign voluntarily, two – third of the committee members shall nominate for the vacancy of him/her.
(c) The rules and regulations of the organization may be mended with the consent of two – third of the members of committee.
(d) If we found a member who broke the provisions of this constitution, he/ she shall be punished.
(e) The members of the Executive Committee shall be at least nine members in accordance with the constitution and may be expanded if it is necessary.
